On January 5, 2018, in order to implement the "Environmental Protection Law of the People's Republic of China" and improve environmental quality, implement the "Notice of the General Office of the State Council on Issuing the Implementation Plan for the Control of Pollutant Emission Permit System" (Guobanfa [2016] No. 81)£¬Establish and improve a feasible technical system based on emission standards, promote the upgrading and transformation of pollution prevention measures and technological progress of enterprises and institutions, approve the "Guidelines for Pollution Prevention and Control Feasible Technologies in the Pulp and Paper Industry" as the national environmental protection standard and promulgate it. The "Guidelines for Pollution Prevention and Control Feasible Technologies in the Pulp and Paper Industry" stipulates feasible technologies for the prevention and control of industrial waste gas, wastewater, solid waste and noise pollution in the pulp and paper industry, including pollution prevention technologies, pollution control technologies, and feasible technologies for pollution prevention and control.
On June 24, 2019, the Ministry of Industry and Information Technology issued the "Notice on Issuing the First Batch of Industry Standard Revisions and Foreign Language Version Project Plans in 2019" (Gongxinting Kehan (2019) No. 126). Among them, four industry standards are planned for the release of energy testing and evaluation methods for the paper industry: cooking systems, bleaching systems, wastewater treatment systems, and water balance testing methods for paper companies.

On October 27, 2020, the Ministry of Industry and Information Technology announced 14 light industry standards including the "Detailed Rules for the Calculation of Comprehensive Energy Consumption for Pulp and Paper Enterprises".
On December 14, 2020, in order to do a good job in the automatic monitoring data labeling and electronic supervision of the thermal power, cement and paper industry pollutant emission pilot work, promote the establishment of a data validity judgment rule system based on the independent labeling of pollutants. The Ministry of Ecology and Environment The Environmental Law Enforcement Bureau organized technical organizations to compile the "Automatic Monitoring Data Marking Rules for Pollutant Emission Enterprises in the Thermal Power, Cement and Paper Industries (Trial)" (hereinafter referred to as the marking rules).
In January 2021, ten departments including the National Development and Reform Commission, the Ministry of Science and Technology, and the Ministry of Industry and Information Technology recently issued the "Guiding Opinions on Promoting the Utilization of Wastewater Resources. In the paper-making industry with high water consumption, organize the use of wastewater within the enterprise, create a batch of industrial wastewater recycling demonstration enterprises and parks, and drive the improvement of enterprise water efficiency through typical demonstrations. For projects in the paper-making industry with high water consumption that have the conditions to use recycled water but have not used it effectively, new water intake permits shall be strictly controlled.
On February 22, 2021, the General Office of the State Council issued guidelines on accelerating the establishment and improvement of a green and low-carbon circular development economic system, to promote green industrial upgrading. Speed up the implementation of the green transformation for the paper industry. Promote green product design and build a green manufacturing system. Vigorously develop the remanufacturing industry, and strengthen the certification, promotion and application of remanufactured products. Build a comprehensive resource utilization base to promote the comprehensive utilization of industrial solid waste. Fully promote clean production, and implement mandatory clean production audits in the "double super and high energy consumption" industries in accordance with the law. Improve the methods for identifying "scattered and polluted" enterprises, and implement classified measures such as shutdown and banning, integrated relocation, and rectification and upgrading. Speed up the implementation of the pollutant emission permit system. Strengthen the hazardous waste management in the industrial production process.
On March 12, 2021, the "Outline of the Fourteenth Five-Year Plan for National Economic and Social Development of the People's Republic of China and Long-Term Goals for 2035" was announced. The third section of Chapter 8 in the target outline clearly states: to promote the optimization and upgrading of manufacturing, expand the supply of high-quality products such as light industry, accelerate the transformation and upgrading of enterprises in key industries such as papermaking, and improve the green manufacturing system. Implement special projects to enhance the core competitiveness of the manufacturing industry and technological transformation, encourage enterprises to apply advanced and applicable technologies, build smart manufacturing demonstration factories, and improve the smart manufacturing standard system. In response, various provinces and cities across the country have successively put forward development goals.
The State Council, the Ministry of Ecology and Environment and other relevant departments have successively issued relevant policies to stipulate the paper industry's water pollutant emission standards, pollution control and recycling, and promote the paper industry green transformation. During the "14th Five-Year Plan" period, major provinces also proposed development goals for the paper industry. Among them, Liaoning Province proposed the development of high-performance film materials and products, degradable biomass packaging materials and products, and ecological and environmentally friendly household paper and paper products industries; at the same time, Guizhou also proposed to vigorously develop alcohol anti-counterfeiting packaging, food packaging and other industries. ; Zhejiang, Hainan and other places have clearly proposed to reduce the high energy consumption of the paper industry; in addition, other provinces have also proposed construction goals or plans for energy conservation and green transformation of the industry.
On March 28, 2021, the Ministry of Ecology and Environment issued the "Notice on Strengthening the Management of Corporate GHG Emission Reports." Require all provincial-level ecological and environmental departments to organize and carry out carbon emission data submission and verification work for companies in key emission industries such as papermaking, and require power generation companies that are the first to participate in the allocation and trading of carbon emission allowances to report through the national pollution permit platform before April 2021. Send corporate carbon emissions data, and the provincial ecological environment department will complete the verification of power generation companies by June 2021. The time allocation for the completion of data submission and verification of other industries that have not yet been included in the national carbon market will be postponed to September and December 2021.
